A rule includes language, scope, matching term, value range, value class, collection factor, confidence, priority and active status. The engine prefers the most precise suitable rule. Broader group rules are only cautious fallbacks and are rejected when their range is technically implausible or contradicts the official app category. A rule change is not merely a retrospective display adjustment: affected existing estimates are removed and then recalculated.

Set collection factor, confidence, priority and active status.
